Program Manager, Safeguards Policy, Enforcement, and Threat Intelligence
About this role
This role addresses the need to establish and maintain the governance framework for how Claude is used, ensuring the AI systems developed by Anthropic are safe and beneficial. The Safeguards organization is responsible for defining the limits on AI usage through policy design, implementing detection and enforcement mechanisms, and investigating emerging threats. This function is critical because decisions made here impact model training, product releases, legal compliance, and external communications, requiring a high degree of coordination across numerous internal groups.
The Program Manager will own the operational flow that connects these disparate policy, enforcement, and threat intelligence workstreams. This involves establishing the operating rhythm—including planning, priority setting, and decision tracking—to ensure alignment across the entire organization. The individual will drive readiness for policy and enforcement activities tied directly to model launches and product releases, ensuring all necessary reviews and sign-offs are completed on schedule.
This position is ideal for someone who can introduce necessary structure into complex, rapidly evolving environments without creating unnecessary bureaucracy. A successful candidate will be adept at earning trust among policy experts, researchers, and engineers, and comfortable navigating sensitive subject matter. It requires a proactive approach to risk identification and the ability to build efficient processes that support rapid decision-making.
What you will do
- Own the cross-functional program management for the Policy Design, Enforcement, and Threat Intel teams, ensuring workstreams across harm areas remain on track and visible to leadership.
- Manage the team's operating rhythm, which includes quarterly planning, setting priorities, tracking status, and maintaining a clear record of decisions and rationale.
- Coordinate policy work with partner teams across research, product, engineering, legal, and communications to surface dependencies early.
- Drive readiness for policy, enforcement, and threat intelligence workstreams that are linked to model launches and product releases, managing timelines and necessary reviews.
- Own the process for external publications, such as blog posts and threat reports, from initial concept through drafting, review, approval, and final publication.
- Identify potential risks, blockers, and resource gaps throughout the portfolio and escalate these issues with proposed solutions.
- Build lightweight processes and tools to improve team velocity and eliminate processes that do not add value.
What you need
- Demonstrated experience running cross-functional programs within a fast-moving technical environment, with a proven history of shipping deliverables on schedule across multiple teams.
- The ability to impose structure on ambiguous work by effectively breaking down large objectives into actionable plans, assigned owners, and measurable milestones.
- Strong written communication skills, including the ability to produce clear status updates, detailed decision records, and summaries tailored for executive audiences.
- Experience managing complex review and approval workflows involving numerous stakeholders, such as policy releases or product launches.
- Sound judgment regarding when a process is beneficial versus when it becomes administrative overhead, favoring the simplest effective approach.
- Comfort working with sensitive topics and maintaining high standards for confidentiality.
