Technical Program Manager (TPM) – Global Expansion (Network infrastructure)
About this role
Managing the complex sequencing of network backbone and long-haul fiber connectivity forms the core of daily operations in this senior technical program manager role. Engineers and infrastructure teams coordinate closely with this individual to align international and domestic development pipelines, ensuring dark fiber, transport, and interconnection milestones land ahead of power and compute turn-up.
Accountability spans Legal, Finance, Engineering, and Operations as programs scale rapidly across global markets. Candidates who succeed here bring deep familiarity with data center infrastructure, master interdependency tracking, and vendor management, thriving in fast-paced environments where physical path separation, latency budgets, and IRU lease terms dictate project viability.
What you will do
- Manage the master interdependency tracker linking international and domestic development pipelines to surface resource conflicts and sequencing risks in real time.
- Drive cross-functional accountability across Legal, Finance, Engineering, and Operations by tracking commitments and escalating blockers proactively.
- Own the end-to-end program plan for network backbone and fiber connectivity from route planning through lit service turn-up.
- Oversee external vendors and partners including carriers, dark fiber providers, and construction contractors against schedule, quality, and diversity requirements.
- Collaborate with Legal, Finance, and Sourcing to advance agreements through negotiation and execution on the program timeline.
- Maintain a comprehensive connectivity view of the portfolio to ensure leadership can identify where the backbone constrains growth.
- Engage in technical discussions with network engineering teams to challenge assumptions and contribute to problem-solving.
- Build and improve intake workflows, tracking templates, and milestone frameworks to support a growing program portfolio.
What you need
- Minimum of 5 years of experience in technical program management, program operations, or strategic analytics within data center, network infrastructure, telecommunications, or capital-intensive sectors.
- Working knowledge of network backbone and fiber infrastructure including long-haul and metro fiber, dark fiber, DWDM optical transport, and interconnection cross-connects.
- Demonstrated experience managing external vendors and partners to schedule, quality, and contractual commitments.
- Solid understanding of hardware development lifecycles.
- Proven ability to lead cross-functional teams, influence without direct authority, and drive consensus in a fast-paced environment.
- Exceptional communication, interpersonal, and presentation skills.
- Proficiency in program management tools such as Jira, Confluence, and spreadsheets.
