Program Manager, Public Sector (Commercial Legal)
About this role
Managing complex public sector deals without centralized frameworks often leads to bottlenecks, missed deadlines, and inconsistent contract execution as organizations scale. To solve this, Databricks needs a dedicated operational leader to manage the contracting engine for its rapidly expanding US and international public-sector business segments.
Reporting to the Director & Associate General Counsel, Commercial, this practitioner acts as the central driver for public-sector contracting operations, including US Federal, Defense, State, Local, and Education markets. Responsibilities include designing workflows, building governance frameworks, routing intricate government deals through cross-functional stakeholders, and supporting contract lifecycle management from request for information to closeout.
Candidates who succeed here bring deep government contracting experience combined with a builder mentality, high emotional intelligence, and the ability to influence cross-functional teams without direct authority. This hybrid role is based in the Washington, D.C. metro area and suits organized professionals who thrive on autonomy and continuous operational improvement.
What you will do
- Own the central contracting operations for US public-sector deals, covering federal, defense, and state or local markets, alongside priority international jurisdictions.
- Coordinate cross-functional stakeholders across sales, deal desk, security, compliance, and finance to guide deals through a predictable pipeline.
- Manage public-sector schedules such as the GSA MAS, tracking agreements from initial request through signature and post-award closeout.
- Build enablement materials including playbooks, clause libraries, and training programs to support self-service deal execution for go-to-market teams.
- Establish traceability and obligation matrices for non-standard contractual commitments in collaboration with compliance partners.
- Handle initial deal triage, pre-award proposal support, and routine contracting matters under attorney supervision.
- Continuously audit existing workflows to scale operational capacity and anticipate future regulatory or business needs.
What you need
- Bring six or more years of experience in government contracts, public procurement, or contract administration within a technology company.
- Demonstrate practical familiarity with US public-sector regulatory requirements, prime and sub relationships, and commercial flowdown clauses.
- Possess prior experience working with channel contracting structures such as resellers, distributors, and cloud marketplaces.
- Understand subscription and consumption-based SaaS agreements and how commercial cloud contracting intersects with government procurement rules.
- Show a proven track record of building contracting operations and governance frameworks from scratch.
- Hold a bachelor's degree or equivalent practical experience.
- Maintain US citizenship and hold an active security clearance or show a willingness to obtain one.
